Newfoundland and Labrador Skilled worker category of Provincial Nomination enables skilled workers under certain sectors of the labour market to apply for immigration in the province. These sectors form part of the “Strategic Sector List”.

Employer requirements

Any employer whose business falls under one of the sectors in the Strategic Sector List who wishes to have a foreign national fill a skilled position must meet three pre-conditions:
  • Position could not be filled locally, or
  • Position it is difficult to be filled
  • The position is of critical importance to company
Skilled Worker Application Requirements

The following are criteria used to judge applications for the provincial nominee program for Newfoundland and Labrador Skilled Worker:
  • Offer of a full-time, permanent employment from a Newfoundland and Labrador employer;
  • Visit Newfoundland and Labrador for a pre-employment interview with the employer and the Office of Immigration and Multiculturalism;
  • Applicants who are already in the province on a work permit may also be required to attend an interview prior to submitting an application;
  • The skilled worker will be required to meet with Government officials within fourteen days after landing;
  • The applicant's permanent job or job offer should fall within the strategic sector list;
  • Any licenses or certification must be obtained prior to a final decision;
  • The applicant must meet the guidelines of the Skilled Worker Class ;
  • Candidates already in Newfoundland must have been in Canada under a work permit for at least six (6) months in order to qualify.
Application process

Before submitting an application, applicants should make sure that they meet all requirements. The following are the forms required for the Newfoundland and Labrador Skilled Worker Program:

Permanent Residence Application: 6-24 Months*
Application For Permanent Residence:
Principal application form for Permanent Residence.  
Schedule 1:
Must be completed by each person over the age of 18 who is included in the application
Aditional Family Information:
This form asks that the main applicant provide information about his/her family.
Schedule 4 [economic class]:
Provincial nominees must complete this form along with all other required forms for permanent residency

In order to be issued a visa, all candidates must meet criminal and medical admissibility requirements.

* Government fees are based on only one person in the application. Fees will vary depending on number of persons included in application. You may be required to pay additional fees for medical exams, police certificates, language assessments, courier fees or adding dependents to your application.
