On the CIC website is says Note:fingerprints might be required......
My spouse lives outside Canada, apply for police record in Jamaica
how do you know if they are required?
Also, he says fees quoted on CIC are different from what he was told there.....I am assuming he may not be providing accurate info (for immigration purposes)

Fingerprints are required for Jamaicans, usually, see http://www.cic.gc.ca/english/visit/biometrics.asp.

The fees for fingerprinting are different? Here's the High Commision in Kingston's website: http://www.canadainternational.gc.ca/jamaica-jamaique/visas/index.aspx?lang=eng&menu_id=2&view=d&_ga=1.54596523.1833770875.1426698584 I believe they can handle the biometrics but he should call to double check.
