Getting a work permit while visiting Canada, is that possible?

Hi everyone,
I'm thinking of moving to Canada, I know that working in Canada for an amount of time may qualify you to live permanently there, do you think that someone while visiting Canada and have a job offer from a Canadian employer will obtain a work permit while existing in Canada?

You cannot visit Canada solely to look for work, unfortunately. You need to find a job offer some other way.
