My sweetie paid the 1500 and put in her forms. The forms were very incomplete due to an poor lawyer. It has been over a year before we are ready to resubmit the forms. My question is will the original payment be honoured or will we have to pay it a second time. Second question can we in fact reapply at all after having the payment just sitting there for a year?

I believe this depends upon whether your application was refused or abandoned, or whether it is still considered to be in progress. If it was refused or abandoned, you will have to pay again. Sorry for the bad news.
