Also I need to know about one more thing that is there is any requirement for the applicant to obtain a govt approeved offar of employement in order to qualify for parmanent residense under the Skilled Worker Class?

Yes, there is, depending your occupation. There are only a select number of occupations that are exempt from this requirement, officially known as a Labour Market Opinion (LMO). These are the occupations that are exempt from both an LMO and a job offer for the skilled worker category: http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#jobs. They will be slightly different in the new cycle beginning in May.
