Possible to renew PR with 13 days stay in Canada

I had received Canadian PR for myself, spouse and two kids in 2013.

I had landed in Canada in Sep 2013 and stayed for 2 weeks. While I had planned to migrate to Canada in 2017, I could not do so due to the following reasons:

1) sudden health issues (heart and neurological) for my parents. They have now recovered.

2) twin pregnancy for my wife which made travel risky. The twins were born June last year

The 5 year period expired in Sep 2018 and I intend to apply for renewal of my PR card. Would need advise on how to proceed given the above circumstances.

You cannot renew your PR Card from outside of Canada.

If you apply for a Permanent Resident Travel Document (PRTD) you will likely have your status revoked.

You have two choices:
  1. Renounce your PR status and immigrate again OR
  2. Fly to the United States (provided you have a visa) and attempt to enter Canada by car with your COPR/Record of Landing. You might be let in and then you can wait two years and apply for a PR Card. Alternatively, you could lose your status.
