My PR card is expired in June-2020, I have spent more than 3 years (out of 5 years) outside Canada due to my mother illness and my residency obligations (to live 2 years in Canada), cannot me met. But my wife and Children are living in Canada as Permanent Residents. I want to meet my kids. So, can I apply for Visit Visa to meet my wife and Children in Canada or I have to apply for Permanent Resident Travel Document (PRTD) to travel Canada?

You have to apply for your PRTD in order to come back. Normally the application would likely be rejected and your status would be revoked. However, because of the pandemic, I'm not 100% sure if this will happen because your card expired during the pandemic. (Had it expired before, I would think that applying for a PRTD would cause your status to be revoked.)

So, your options:
  • Apply for a PRTD and see what happens
  • Renounce your PR status and apply for a visitor visa (which may not be granted because of the pandemic)
