STUDY VISA REFUSAL LETTER

I applied for study visa Canada on 31 July from VFS Delhi. I received my passport on 8th sept but I haven't got received any refusal email. I found just a note in my Passport envelope which is "Important Information regarding you visa application sent to you by email". I need that refusal email to get refund my GIC amount which I deposit to Canadian bank. Pls help me to get the refusal email. I'm worried about my GIC funds. Please tell me anyone what i have to do now .
