As per your answer to Lindsay, what I understand that in case of appeal, lawyer would be best than consueltant. In other cases, cosnsultents are ok? Am I right? Please explain

It depends on the kind of appeal and, frankly, the experience of the consultant or lawyer. Some consultants do appeals on certain subjects, and some lawyers may have never filed that kind of appeal. It really depends. The best thing you can do is ask; if the lawyer or consultant is hesitant as to their experience with similar cases, or avoids the question, find someone else.
