Canadian PR Card Renewal

My wife and kids PR card is set to expire in March 2019. They never stayed in Canada so far. We are planning on moving to Canada in June 2018. When can i apply for their PR card renewal. Can i do it in Aug/Sept 2018?

No, you should not do it in August 2018. You need a minimum of two years residence in Canada per every five year period to maintain PR status in Canada. If they return to Canada in March 2019 and apply to renew their PR Cards prior to March 2021, they will be investigated and likely have their status revoked. Even if they apply after March 2021, they may be investigated. We recommend at least 3 years of continuous residence per every five year period.

In that case, once i enter Canada, will i not be able to travel out of the country till i complete my 3yrs?

Well, you can't travel outside without a valid PR Card unless you apply for a PR Travel Document abroad (which takes 3 weeks). But applications for PRTDs abroad can lead to your status being revoked if you don't meet the residence requirement. So, yes, we'd recommend not traveling for three years, though officially it's two years.

During this period of my stay in Canada, can I sponsor visitor visa for my parents (before my PR card expires).

After 2/3years i can apply for PR card renewal. When will I be eligible to apply for my  Canadian citizenship.

You can sponsor at any time while you're in Canada though it's easier to do it with your valid PR Card simply because that is the easiest way to prove your status.

Well, the residence requirement is 3 years, so if you've waited three years you'll be able to apply.
