hello there

i was born in England in Aug 1984 to an Iraqi parents. at that time my parent were doing their PhD and they had a students visa. my elder brother was born in Sep 1982 and in 2002 he applied for his UK passport from UK embassy in Amman and he was eligible for it, were as my request was refused and they didn't give me any options for my situation. at the moment i am 31 years old living in Iraq and facing lots of troubles due to my Religious beliefs background. so would you please advise me of any options i can get.

The law changed between your brother's birth and yours. Your brother was born when birth in the UK entitled one to citizenship. You were born after January 1, 1983, so, unfortunately, your situation is more complicated.
Do you know the exact status of your parents in the UK at the time of your birth? I.e. did they have "The Right of Abode"?
