A Labour Market Opinion (LMO) is permission from the government of Canada (the ministry of Employment and Development Canada, formally HRSDC) for an employer to hire a temporary foreign worker or foreigner for a job in Canada, because there aren't enough qualified Canadian citizens or permanent residents. An LMO is necessary for most occupations for the skilled worker program and temporary work permits, among other things. Your prospective employer is responsible for getting it before you apply to immigrate or work in Canada.
