Open Work Permit Outside Canada?

Hi everyone,
I and my wife are on the Express entry pool for a while now, and we are looking for a job to make it happen since we won't be chosen with poinst around 400. My question is, is it possible to get an open work permit from outside Canada for both of us?

We don't have any official job offer yet, and to be honest, we don't really think we will get one. When I fill the form on the cic.gc.ca, I get this dialog screen on the site that I can get an open work permit, and I will pay 2 open work permit fees (also for my wife). I never heard of anything like that.
My wife got 2 job offers but without a work permit, they won't really consider hiring her. For me like the same, had some good interviews but not going on without and permit.

So, I Just wanted to ask if its possible to proceed like this. Is it possible to obtain an open work permit from outside canada?

We also have multiple entry TRV's for 10 years. I don't know if its any use tough.
By the way, my wife is a Material Engineer with a Masters Degree, formerly working on research projects, currently on Aviation. (They really like her CV).
I had to leave College (Animation) because of financial reasons and I am a Freelance Visual Effect Coordinator for the last 4 years.

Only if you are both from a country which participates in International Experience Canada and you fall within the age requirements (normally 21-35, but sometimes cut off at 30). http://www.cic.gc.ca/english/work/iec/eligibility.asp

Unfortunately, we are from Turkey, so that won't work for us. So, no Work Permit for us I guess.

No one of them offered a LMIA position yet. One of them tried, but they said they found other applicants who are already able to work in Canada. Also both of them asked to apply if we somehow manage to move to Canada.

Yeah, I'm sorry to say that means you are not eligible for an open work permit.

I'm not surprised about the employers. I think a lot of people don't know how the system works.

I guess they really don't know how it works. After calling us in Turkey and having a one hour long phone interview, we were expecting more.
