Semi Skilled Worker Immigration Alberta

Alberta Semi Skilled worker

The Alberta semi skilled workers category is a way for you to be nominated by the province of Alberta to apply for permanent residence in Canada as a semi skilled worker (i.e a worker with high school education and some work experience). You must fully demonstrate that you intend to continue working and wish to settle in the province of Alberta. In order for you to apply under the Alberta semi skilled worker category you and your current employer must meet the Alberta Immigration Nominee Program (AINP) criteria. After you and your employer are deemed eligible the AINP will issue you a letter of nomination and your application will be processed by Immigration, Refugees and Citizenship Canada.

It is important to remember that this is an employer-driven immigration stream, which means you must have an employer and a valid job offer before you apply to be nominated.

Here are the steps in the process:

  1. Apply to the province to be nominated.
  2. The province will assess whether you and your employer are eligible to be nominated.
  3. If you are found eligible, the province will issue you a letter of nomination.
  4. Apply to IRCC under the Provincial Nominee Program.
  5. IRCC will require you to undergo a Medical examination and they will perform a security background check. (Under the PNP category, IRCC will only you on a medical examination and a security background check and not on other grounds.)
  6. IRCC will issue you permanent residence status.

Please note: After you have been nominated by the province, you are eligible to apply for a temporary work permit until IRCC makes a decision on your PNP application.

IRCC make the final decision on your eligibility to become a permanent resident.

Candidate Criteria

You must:

  • Clearly show in your application that you intend to live permanently in Alberta;
  • Have related education, training, work experience, and any Alberta licensing needed for the position to meet the AINP criteria;
  • Be currently working in Alberta on a work permit for an eligible AINP semi skilled occupation;
  • Show that you have a minimum high school education;
  • Submit language equivalency results:

Your occupation must be in one of the following five industries;


Industry: Food & beverage processing

  • Food and Beverage Production Worker (NOC 9617)
  • Bakery Production Worker (NOC 9617)
  • Food and Beverage Processing Equipment Cleaner (NOC 9617)
  • Industrial Butchers and Meat Cutters (NOC 9462)
  • Poultry Production Workers (NOC 9462) 


Industry: Hotel & lodging (This Category is currently closed)

  • Food and Beverage Servers (NOC 6453)
  • Room Attendants (NOC 6661)
  • Front Desk Agent/Clerk (NOC 6435) 


Industry: Manufacturing (certification required)

  • Shipper and receiver (NOC 1471)
  • Production clerks NOC 1473)
  • Purchasing and inventory clerk (NOC 1474)
  • Heavy equipment operator (except crane) NOC 7421)
  • Oil and Gas well drilling workers 7 service operators (NOC 8492)
  • Machine operator, mineral & metal processing (NOC 9411)


Industry: Trucking

  • Long-Haul and Heavy Haul Truck Driver (NOC 7411)


Industry: Food services

  • Food and Beverage Servers (NOC 6453)
  • Food Counter Attendants (NOC 6641)
  • Kitchen Helpers (NOC 6641) 

In the Foodservices Industry (pilot project) your high school education must be equivalent to Alberta's secondary school standard.


Employer Criteria:

The employer must

  • Be incorporated or registered by or under an act of the legislature of a province or the Parliament of Canada and operating as a business that has an established production capability, plant or place of business in Alberta.
  • Be operating in an industry that is one of the five industries currently eligible under the AINP Semi-Skilled Worker Category and provide a job offer to you for permanent, full-time employment in an eligible semi-skilled occupation.
  • Provide a job offer to you that meets Alberta's employment and wage standards.
  • Provide a job offer to you that does not conflict with existing collective bargaining agreements. The AINP will not approve an application if there is a labour dispute in progress that may involve, directly or indirectly, either you or the employer.
  • Have a Labour Market Opinion (LMO) Confirmation for the Candidate and meet all the conditions of the LMO.
    • For the occupation of Front Desk Agent/Clerk (NOC 6435) ONLY - if the Candidate is working with the Alberta Employer on a Post-Graduation Work Permit an LMO is not required.
  • Submit to the AINP a Candidate who meets all job requirements and AINP criteria.
  • Show a plan outlining your approach to accommodation, settlement, and retention for the Candidate



As an applicant you are required to fill out these forms:

  • AINP 003: Employer-Driven Application for Nomination
  • AINP 008B: Candidate-Use of a Representative (if applicable)


After you receive the nomination you will require the following IRCC forms

  • IMM 0008 Generic Application Form for Canada
  • IMM 0008DEP Additional Dependents/Declaration Form (only complete if you have more than 5 dependants)
  • IMM 0008 Schedule 4: Economic Classes: Provincial Nominees

You and your Spouse/common-law partner and any dependants over 18 must each complete the following IRCC forms. 

  • IMM 5669 Schedule A: Background/Declaration
  • IMM 5406 Additional Family Information
  • IMM 5476 Use of a Representative (if applicable)


  • Your Employer must fill out the following forms:
  •   AINP 001:Employer-Driven Application Semi-Skilled Worker Category
  •   AINP 005: Employer-Driven Application for a Skilled Occupation
  •   Employer Compliance Declaration Form if applying in an occupation in the foodservice industry
  •   AINP 008A: Employer - Use of a Representative (if applicable)


Please note:

  • When sending supporting documents along with your application, make sure that they are certified.
  • Send all of the AINP forms including employer forms and Copies only of the IRCC forms and supporting documents to the AINP processing centre.
  • Do not send the original IRCC forms in your application to the AINP. You will send the originals to IRCC after you have received your nomination letter.
  • Alberta does not charge fees for the process.
  • You are required to pay the Citizenship and Immigration fees when submitting your application to the IRCC. You can download the payment form from the IRCC website.



Principal Applicant -$550

Each accompanying family members who are 22 or older- $550

Each accompanying family members who are less than 22 yrs of age -$150

After Permanent residency is granted the principal applicant and each accompanying family member who is over the age of 22 yrs must pay the right of permanent residency fee -$490
