Exciting Opportunity for Citizenship Through a Grandparent: Latest Updates on the “Lost Canadians” Bill C-71 now Bill C-3

At Immigroup, we are excited to support applicants who may soon qualify for Canadian citizenship through a grandparent even when their parents were born outside Canada. This opportunity arises from new legislation designed to close a long-standing gap in Canada’s citizenship laws, often referred to as the Lost Canadians” bill.

Although this proposed legislation is promising, its progress has been slower than anticipated. The federal government has now been granted an extended deadline of November 20, 2025 to pass the bill. This follows a court ruling that, albeit reluctantly, allowed the government additional time to fulfill its duty of granting citizenship to “Lost Canadians.”

Why the Delay?

During recent proceedings, federal officials explained that introducing legislation under a minority government requires collaboration and support from opposition parties. Further, two motions of privilege raised by the opposition have disrupted parliamentary debates, creating additional roadblocks and delaying the advancement of this critical legislation.

What’s Next?

The court’s decision to extend the deadline to November 20 2025 provides the government with more time to navigate the legislative process.

How We Can Help

At Immigroup, we are already working with individuals who may benefit from this change. While the law has not yet been enacted, we are helping clients gather essential documentation and prepare applications so they are ready to be filed immediately once the bill becomes law.
