How does permanent resident status assist the visa holder in temporarily entering the United States?

In theory, it makes you more likely to be approved for a visa. However, that decision is up the US government and they don't always believe we do a great job vetting people. PR status certainly does not guarantee that you will be let in. You still have to apply for the visa.
