Unfortunately, because we're based in Toronto, we're not allowed to help with Quebec immigration applications. Because of that there's a hole in our knowledge. I don't know if you had to pledge that you would stay in Quebec as part of the application.
Canada has freedom of movement, so even though you might pledge to live somewhere as part of, say, a Provincial Nomination, once you are a Permanent Resident, you can live wherever you want. (There is an exception, which is business immigration.)
But I can't tell you whether or not this is risky for a Quebec application, sorry.
