Provincial Nomination Program?

Hi there,
There are many Provincial Nominee Programs: every province but Quebec has one. The programs exist as a way for the provinces to pick certain immigrants - both people outside of Canada and people temporarily working and studying in Canada - to nominate for permanent residence, who might not have been able to immigrate to Canada through the federal system.
