Spouse on Work permit - EI benefits

Hi there, I moved on a closed work permit with my company and they applied for an open work permit for my spouse. My spouse stopped working as there was no project and now she is not able to find a job. I wanted to check 2 things.
1. IS she eligible for EI benefits even though we are on work permit and not PR's or citizens of Canada?
2. Our extension has been filed and is currently in process, seems like it is going to take 2-3 months for the extension. Would applying for EI benefits if she is eligible impact our work permit extension decision?

Let me try to answer your questions:

1. I thought had to be a PR but I cannot find a mention of that here: https://www.canada.ca/en/services/benefits/ei/ei-regular-benefit/eligibility.html Contact Service Canada to find out.
2. IRCC would have no knowledge of this - well, they shouldn't have knowledge of this - because two different ministries are handling these applications and they are not supposed to share this information with each other without her permission.
