US Border Denied Entry

Hi there. I'm a Canadian citizen (Toronto), dating a US citizen (Wisconsin). I am searching for legal advice on crossing the US border. I have been denied entry twice (I believe for intention to immigrate though not totally clear). The case is a little complex. What is your process for counsel, or do you have any resources you could point me to? Thank you
