Visitor Visa rejection can impact study permit application

Hello everyone,

I got visitor visa refused this year in March 2019, I will apply study permit next year in May 2020? I gave ILETS and my scores are L = 8.5, R = 7.5, W = 7 & S= 7, over all 7.5. What are the chances of getting student visa?
