Implied Status

Hi,
I applied for an extension permit following an IEC visa. All prosecutes were done correctly and checklist covered in order to go onto implied status while I await my reply via post. After 3 months of working with no reply I visited an immigration office at the Canadian boarder returning from USA only to find I was not eligible for that permit. I am currently applying for a different visa and need to answer the question stating have I overstayed and/or worked without a valid permit. My question is: Was I legally on implied status or not? Can I answer no or do I have to say yes?

Any legal help would be greatly appreciated as I’m running out of time.

Oh I didn't mean IRCC. They can only answer general questions about application status and would likely not be able to help. I meant paying for assistance from a legal professional.
